Penny’s arc in The Rescuers is not often discussed, but it’s actually very important and very relevant. This is a little girl, not even ten years old yet, who is cripplingly insecure about her looks, and feels like “beauty” is the only thing that could make her valuable. She feels like shit throughout most of this movie, and the worst thing is Medusa exploits it to get Penny’s spirits down. And it isn’t until she saves Bianca and Bernard and sees how concerned they are for her and how much they care for her even though they barely know her that she realizes she is worth something. That’s what makes that final scene in which she’s happily adopted that much sweeter!
